An emergency motion to take control of five wastewater treatment plants in Johnson County was filed by the state Environmental and Public Protection Cabinet yesterday in Franklin Circuit Court. The plants are owned by Jeffery Lance Bowling through his company, East Kentucky Waste Control. He is wanted by police for alleged participation in illegal dumping.
